Caught on Tape

Surveillance video from a bar in Passaic, New Jersey, shows Ronnie Holloway standing at the curb when a police car pulls up. Shortly after that, Holloway unzips his sweatshirt. Holloway says one of the officers told him to. Then Officer Joseph Rios gets out of the car slams Holloway into the hood of the car and beats him with his fists and baton. Police later charged Holloway with wandering for the purpose of obtaining controlled substances, disorderly conduct, and resisting arrest.

A politician’s idea of romance:

City police are investigating why on-duty marine and helicopter officers helped a Baltimore County state delegate propose to his girlfriend by pretending to raid a boat the couple were aboard, a department spokesman said Monday.

Officers boarded the boat, owned by a friend of Del. Jon S. Cardin, on Aug. 7 in the Inner Harbor. As the helicopter Foxtrot hovered overhead, adding to the sense of tension, one report says officers pretended to search the vessel and even had the woman thinking she was about to be handcuffed before the delegate got on one knee and proposed…

…officers pretended to search the boat and found a box that they suspected contained contraband.

They ordered the soon-to-be fiancee to turn around as if they were about to handcuff her, according the report, and then she saw Cardin “on bended knee” and holding the ring that had been in the box.

The Gazette reported that Cardin was the “toast” of a convention of government leaders in Ocean City this past weekend for his “imaginative marriage proposal.”

Looks like Cardin (nephew of the U.S. senator) found his match. She actually agreed to marry him after all of that. The Baltimore Police Department is currently seeking private donations to keep some of its units in operation. The marine unit in particular was grounded for part of the year last year due to budget cuts.

Law enforcement Park Ranger Dorian B. Curry, 31, was arrested Monday, August 10, 2009 by Alaska State Troopers on two felony counts of sexual assault. The District Attorney's office is expected to present the case to a grand jury on Friday, August 14, 2009. The state alleges Curry had sex with the two women on separate occasions near Gustavus. The victims were both sexual assaulted in Glacier Bay National Park. In both cases they were coworkers of their alleged attacker, Dorian Curry. Both were with Curry when each passed out drunk before being violated by Curry, according to court documents summarizing the charges.

The National Park Service contacted the state troopers in mid-July 2009 after conducting an internal investigation into the sexual assault of the two park employees. "Once it became apparent that there was some kind of potential illegal behavior actually taking place, that's when they contacted us," state trooper spokeswoman Megan Peters said.

One victim told investigators that she had drank alcohol on July 4, 2009 until she blacked out, according to court documents. She told investigators that she woke up on the floor next to Curry (pictured left) on July 5th and said her groin hurt like she had had "rough sex." Curry admitted to her that they had sex, and obtained a morning after pill for her, according to court documents. The victim told investigators she was not aware that Curry was having sex with her after she passed out.

Authorities uncovered allegations of another incident, which occurred in 2008 under similar circumstances. As a result of the July 2009 case, Investigators looked into the allegations of sex assault in 2008. The victim in this case alleged that Curry had intercourse with her while she was passed out after a party at the park lodge in Bartlett Cove on Sept. 1, 2008. She said she went to Curry's house with several other park employees and woke up the next day in bed with Curry with no pants or underwear on and a used condom on the bed, according to court documents. She confronted Curry, who denied having sex with her.

Two witnesses said they watched Curry carry a passed out woman into his bedroom. Troopers interviewed the defendant's former roommate, who said he witnessed Curry pick up the victim while she was passed out and take her into his bedroom, according to court documents. A second witness said the victim had been drinking a lot and passed out on the floor before Curry picked her up and dragged her into his room to have sex with her. Curry later admitted to troopers that he had sex with both alleged victims, according to court documents.

As the investigation proceeded, Curry was put on administrative leave with the park service and his law enforcement commission was suspended, according to a press release. The federal agency is taking steps to terminate his employment. A law enforcement ranger has a variety of duties at Glacier Bay National Park, from monitoring possible fishing violations to backcountry patrols. Seasonal rangers are required to go through a special National Park Service law enforcement academy. Curry is a graduate of the U.S. Coast Guard Academy in New London, Conn.

The felony charges are each punishable by up to 10 years in prison and a $100,000 fine. Curry, who has been living in Washington when not working in Alaska, is being held in the Lemon Creek Correctional Center on $20,000 bail.

This is not the first law enforcement official in Alaska to be arrested this summer on charges of sexual assault. Anchorage Police Department officer Anthony Rollins (see below) was arrested last month for allegedly sexually assaulting six women over the past three years.

Anchorage police officer Anthony Rollins stands accused of sexually assaulting six women while on duty. Rollins, 41, a 13-year veteran of the department, was suspended April 16, 2009. He was arrested on July 15, 2009. Rollins was indicted by a grand jury last month on multiple charges of sexual assault and other offenses. He pleaded not guilty to 14 felonies and six misdemeanors. The authorities allege he assaulted six women over a span of three years. Police say there could be more victims.



A judge has ordered Rollins be provided with an attorney at State expense. To qualify for a free lawyer in Alaska, the accused has to be an "indigent person" with few assets and little income, according to state law. The lawyer Rollins initially hired dropped out after realizing how much work was involved and how unlikely it would be for the officer to pay him. Rollins would be paying attorney's fees at $250 to $500 an hour, plus money for experts, independent investigators and voluminous court documents and evidence. "At this point, I think the case is large and complex enough that Mr. Rollins is going to need appointed counsel," the lawyer said.

State Prosecutors are unhappy with the judge's decision to provide a court-appointed attorney to Rollins (pictured left). Assistant District Attorney Brittany Dunlop filed a motion asking for a hearing to review Superior Court Judge Philip Volland's decision. She said suspended officer Anthony Rollins and his wife own housing and land valued at more than $1.1 million. No date has been set for a review of whether a free lawyer in justified. Rollins remains in the city jail pending a bail hearing Friday. The prosecution wants the judge to keep bail set at $100,000.

Besides the property, the motion noted that Rollins was making at least $35 an hour, with about $70 an hour for overtime. Rollins' wife, Denise Rollins, is also an officer with the Anchorage Police Department. Rollins and his wife own their Anchorage home and two rental properties, a four-unit building in Fairview and another four-unit building in Muldoon. They also own a tract of land worth about $140,000, according to a database of public records. The officer's court-appointed lawyer told the court that Rollins owes more on the houses than they are worth.

STREATOR, Illinois -- A veteran Streator police dispatcher remained jailed Tuesday near the Wisconsin Dells on a charge that says he raped a teenage neighbor boy at his vacation home. Kevin Yuhas, 42, who is charged with sexual assault of a minor, must post $75,000 to be released.

Streator Police Chief Jeff Anderson said an employee in such circumstances would be suspended without pay. Yuhas was arrested in Lyndon Station, 10 miles northwest of Wisconsin Dells, last week after Juneau County Deputy Detective Shaun Goyette interviewed the boy. Hospital employees in Baraboo alerted police to the possibility of rape.

Goyette said in his arrest report that the boy was invited on July 29 to Yuhas' (pictured left) summer trailer, where they played cards, watched movies and drank alcohol. The boy said Yuhas fell asleep after the assault, so he left, according to police. Police said Yuhas told Goyette he only remembers inviting the boy to his home and eventually felling asleep.

Yuhas, a communications training officer, has worked for Streator police for 20 years. He was named Dispatcher of the Year two years ago. He is scheduled to appear in court Aug. 19 in Juneau County court in Mauston, Wisconsin. Yuhas could receive up to 40 years in prison and fined $100,000 if convicted.

A Santa Barbara Police Officer is facing several charges including indecent exposure. On August 10, 2009, two young girls were walking down a trail at Refugio Beach when they saw a man lying down and masturbating. The girls alerted a State Park Ranger who then chased after the suspect and arrested him. The state park ranger arrested 33-year-old Brian Kenneth Sawicki (pictured below center).Turns out, Sawicki is a sworn officer of the Santa Barbara Police Department. He faces charges of indecent exposure, annoying a child under 18 and resisting a peace officer. His bail has been set at $2,500.


Jack Packett

CINCINNATI -- A retired Cincinnati police officer has been indicted on rape charges. Jack Packett (pictured left) of Delhi Township, was arrested July 30, 2009 on charges that allege he raped a mentally impaired woman. Court records indicated Packett, 66, forced the woman to perform oral sex on him and then sexually assaulted her on July 2, 2009. Packett admitted touching the woman in a sexual manner, according to court records. On Friday, a grand jury indicted Packett on six counts of rape and nine counts of gross sexual imposition. Packett was a lieutenant with Cincinnati police when he retired in 1991 after 25 years on the force. His records also show he earned commendation during his career as a police officer.


James Stackhouse

A Metro police officer has quit after 17 years following allegations that he had an inappropriate sexual relationship with a child. Officer James Stackhouse joined the Metro Police Department in September 1992. He was a field training officer with the Hermitage precinct until last Tuesday, but his career as a police officer began to unravel Sunday night. Metro police said they informed Stackhouse of the allegations on Monday morning and that he submitted a one-sentence, handwritten resignation Tuesday, August 4, 2009.

"In the early morning of Aug. 3, 2009, Officer Stackhouse (pictured left) was called in and was presented with the allegations and was questioned or talked to about the allegations," said Metro police spokesman Don Aaron. "They were very serious, and a situation like this warranted his immediate decommissioning and the admonishment that disciplinary action would begin immediately."

No charges have been filed based on the investigation against Stackhouse. Sources said the facts of the investigation will likely be sent to the grand jury.

Stackhouse's personnel file shows a number of commendations and that he won Officer of the Month in 2006, 2008 and 2009. He has been disciplined twice, according to the documents, including a three-day suspension in 2006 for contacting a known felon that he met on duty to pursue a personal relationship.

Lawyer for White Woman Taser Victim Says Incident Raises Question Whether Tasers Should Be Used at All in Law Enforcement

Some Black bloggers argue that there may be (or is) a legitimate role for Tasers in law enforcement, but that new rules should be implemented and followed. The white lawyer for a white female soccer mom disagrees in New York doubts that, saying in the above video of the incident and television reporting that his client's case raises the issue of whether Tasers have any appropriate role in law enforcement at all.

As reported by the Huffington Post, a mother who was zapped [shocked] with a stun gun in front of her children during a New York traffic stop has filed notice she'll sue the sheriff's department.

A police video captured by a dashboard camera shows Deputy Sean Andrews yanking Audra Harmon out of her minivan by the arm and knocking her down with two Taser shots in January.

Harmon was charged with disorderly conduct, resisting arrest and speeding. Her lawyer says prosecutors dismissed the charges after watching the videotape. Harmon claims Andrews was improperly trained. She says a Taser isn't supposed to be used against people who pose no threat. Moe HERE

What is most outrageous about this case is that even according to the arresting officer's account, the traffic stop began because the mother (with her fifteen year old son and six year-old daughter in the car) was talking on her cell phone. He pulled her over for talking on a cellphone. When the mother says she demonstrated that she didn't have a cellphone, the officer changed his testilying accusation to speeding.

Solely on that basis, the officer decided to arrest the woman, and then tacked on the charge of "resisting arrest" when the officer found he had to shock the victim twice to make her body completely and utterly immobile, in front of her two children.

If police were given hand-held rocket launchers, there is no doubt but that they would misuse them and overuse them with tragic results for whole neighborhoods. If police officers were given miniature nuclear bombs and hand grenades, there is no doubt but that some officers would sometimes use them in ways and in circumstances that would kill defendants and everyone else for miles around. Some weapons are just bound to be abused and electrocution devices are among those weapons.

There is no rule and no observance of a rule that could make hand grenades appropriate law enforcement devices for all police to carry. There is no circumstance under which a small nuclear explosion could be considered an appropriate response to one or even half a dozen defendants, particularly if their only offense was talking on a cellphone while driving a car. And there is no way that mobile electric chairs can be used by police without being misused. That's why police electrocution devices need to be banned rather than merely controlled.

Risks Maiming Innocent Members of the Public

When I see reality police shows of police chases, I often wonder why police would chase minor crime suspects through residential neighborhoods at speeds in excess of 90 MPH? Are they so concerned with catching one person that they forget that other members of the public are at risk primarily because the police are chasing another car at high speeds?

But the case of Eric Brody is different. The policeman who smashed into Eric's car was speeding to arrive at work on time.

Eric Brody was said to live a normal life,working and spending time with his family, until Tuesday night, March 3, 1998 when:
A Broward Sheriff's Office deputy, speeding to roll call in his cruiser, had plowed into Eric on the passenger side as Eric was making a left-hand turn into Windward Isle, just yards from home. They learned that even though Sunrise police had originally responded, those officers were sent away, and that the Broward Sheriff's Office [BSO] was conducting its own investigation. The deputy who had hit Eric was named Christopher Thieman; he had survived with a few minor injuries. NewTimes-Broward-PalmBeach
Eric Brody was left physically mangled and mentally disabled to the point of losing his ability to talk and walk and communicate with this family. When the family filed a civil suit against the police and the officer, a suit that was only taken to a jury seven years after the accident:
The jury took five hours to deliberate. "When the jury filed back in," Chuck recalls, "they said, 'We find the defendant, BSO liable, on all counts.' Then they started in with the money figures. So and so for lost wages. So and so for future care. When they added it all up, it was $30.69 million."

BSO was found 100 percent negligent. It was one of the largest verdicts in the nation that year.

[Officer] Christopher Thieman was fired three months after the trial for falsifying police records. In what came to be known as the "Powertrac scandal" involving two other officers and their superiors, Thieman was found to have invented confessions and attributed them to people he had never spoken to.

BSO appealed the trial verdict twice during the next three years. It lost in the Fourth District Court of Appeals, and the Florida Supreme Court dismissed the case. In 2009, when BSO had finally exhausted its legal remedies, Block submitted the Brodys' claims bill to the Florida Legislature. In the years after the trial, Ranger Insurance Co. had been swallowed up by a series of larger companies: The claim was now held by Fairfax Financial Holding Ltd., a multibillion-dollar company based in Toronto. Now that a jury has found the Broward Sheriff's Office one hundred percent liable in this case, the question is whether police officers and the sheriff's office will enjoy the near absolute practical impunity that police officers to often abuse in the United States of America.

For each dramatic car chase we see on television and for each high speed run to Dunkin' Doughnuts in a police cruiser, there is the real risk that members of the public will end up as badly mangled as Eric has, or even worse.


The public cannot be free in a country where police act with utter impunity, whether that country is Mexico, China or the United States of America.

Mother Tased, Arrested in Front of Kids After Traffic Stop

Full story here. The cop says he tased and arrested her because when she got out of her car, she was blocking traffic and creating a dangerous situation. But when she gets back into the car, he then pulls her back out and throws her down in the middle of the street.

Note too that the though the cop pulled her over for using a cell phone, she was able to prove she didn’t have one. So he wrote her a ticket for going 5 MPH over the speed limit—a figure he calculated without use of radar. I can understand those who say she should have gotten back in her car after the cop instructed her to do so. But I can also understand her anger, and her desire to see the video to prove she wasn’t speeding. The speeding ticket for a paltry 5 mph over seems retaliatory.

She ended up with four tickets, for speeding, talking on a cell phone while driving, resisting arrest, and disorderly conduct. All of those charges were dropped after prosecutors viewed the video.

Curious to know what the “shut up and do as your told” crowd thinks of this. Should the woman have just accepted the cell phone ticket and not attempted to prove she didn’t have one? Should she have just accepted the speeding ticket that seemed to be retaliation for proving her innocence with the cell phone? Why should she have to endure the hassle of obtaining the dash video and wasting her time in traffic court to prove her innocence? Was the cop right to taser and arrest her? What should happen to him?

In yesterday’s Washington Post, Colbert King relayed another story of a police power play during a traffic stop.
